CALIFORNIA ARREARAGE PAYMENT PROGRAM (CAPP) FUNDING UPDATE
The City of Healdsburg recently received another round of 2022 California Arrearage Payment Program (CAPP) funding from the State of California.
The $90,513 in received funds were applied to eligible residential electric utility customer accounts with past due balances for services provided from June 16, 2021 through December 31, 2021. A bill insert will be included with this month’s utility bills for all customers who received the funds. This is the second round of electric CAPP funding received and the fourth round of CAPP funding in total. The City previously received one round each for water, sewer, and electric funds. A total of $438,229 has been applied to customer utility accounts from all rounds of received funding. While the City works directly with the State to receive CAPP funds, and applies the funding directly to the customers accounts with no customer involvement, there are additional programs available for customers to enroll in directly for additional assistance. Customers who meet income requirements for the City's CARE Program should also apply for the State's Low Income Home Energy Assistance Program (LIHEAP) and Low Income Home Water Assistance Program (LIHWAP) programs:
- LIHEAP: Annual financial assistance to help low-income households pay their energy bill. Click here to apply.
- LIHWAP: One-time financial assistance to help low-income households pay their past due water and wastewater bill. Click here to apply

The pickleball community, Healdsburg Unified School District, and Community Services have come together to update the pickleball courts at the Healdsburg High School!
One of the practice tennis courts has been converted into four pickleball courts. The courts have been completed, but the finishing touches have been put on hold until early spring due to unseasonably cold weather. In the interim, the courts have been color coated in black with white striping and are ready for the community to enjoy. Staff have met with pickleball stakeholders over the past month to develop a system to manage and supervise the courts during Healdsburg High School hours. Pickleball will assist with monitoring the use of the courts during school hours to support school safety objectives. When players visit the courts during school hours, they will sign in via a QR Code that they will scan at the front gate and follow the prompts through a sign-in process. The pickleball courts will be open and available to the public on weekends, school holidays, and summer vacations.
