The City is proposing to expand the availability of recycled water for irrigation and is conducting a Subsequent Environmental Impact Report (SEIR) to assess impacts of the expansion. The first step of the SEIR process is to issue a notice of preparation (NOP), which alerts the community that the process is underway and asks for comments on the concerns and issues the public might have with the project. The City is proposing to add approximately 5,600 linear feet of transmission pipelines, expand the list of allowable uses, and increase the number of acres that could receive recycled water. The expanded allowable uses for recycled water under consideration include cannabis, hay, pasture, livestock watering (not dairy cows), frost protection, and orchards, in addition to already permitted vineyard and landscape irrigation. The expansion could increase the use of recycled water to eliminate seasonal discharge of reclaimed water to surface water, and help offset groundwater used for agricultural purposes. A draft of the SEIR is expected to be completed and available for public review and comment by mid-summer 2019, and finalized in mid-to late-fall 2019. Construction of the pipelines is expected to take place in spring/summer 2020.
