Building

The Building Division accepts building permit applications, reviews plans and inspects all building-related activities within the city limits to ensure compliance with adopted codes. Public assistance is also given to facilitate proper plan submissions and understanding. Enforcement of compliance for both the Healdsburg Zoning Ordinance and building codes rests with this division.

Permits

Building Permits are divided into two general categories, those which require a plan review and those which are simple in nature and can be issued over the counter without a plan review. 

Permits Requiring Plan Review

If you are applying for a building permit which requires a plan review you will need to submit an application, plans, and all required documents, in paper form, to the City Planning and Building Department and pay the plan review fee. If you are applying for a Residential Solar PV, Solar Thermal, Energy Storage System, EV Charging Station, or a Generator, you also have the option to apply online (see option 2 below).

Over The Counter Permits

If you are applying for an over the counter permit which does not require a plan review such as re-roofing, replacing a residential water heater, or HVAC system, replacing residential windows, replacing residential siding, replacing a residential electrical service, etc. then there are 2 options: 

Option 1 -  submit a paper application for the permit to the City Planning and Building Department; or

Fees

Building permit, plan check and other building fees can be obtained by contacting the Building Division at 707-431-3346. In order to estimate your fees, we will need to know the value and/or square footage of the project. Projects within Zone 2 or 3 on the General Plan Slope Stability Map require a geotechnical report that is subject to review by the city Geologist (with an associated review fee).

Scheduling an Inspection

Building inspections are conducted Monday through Friday, except City holidays, between 8:30 a.m. and noon or between 1 and 3 p.m.

To schedule an inspection you can go online to the CSS Online Portal and schedule your inspection or you can call 707-431-3346 Monday through Thursday between 7:30 a.m. and 5:00 p.m. and on open Fridays between 8:00 a.m. and 5:00 p.m.

To schedule a Monday inspection please plan to make a request on the prior Thursday.

You may schedule an inspection for the next day or up to 1 week in advance.  We do not schedule same day inspections.

Be advised: leaving an inspection request on the voice mail does not guarantee an inspection. Requests for inspection received by voice mail will be returned by staff to confirm inspection information and schedule availability.
